Give'em time, they haven't got that far through their tech-tree yet, and they are obviously using a modded one if they have only just unlocked atomics. A plain sheet of oak wood works, and has been used with success by the Chinese in the past. This is pretty much a "we'll worry about it when we get there" problem. It *is* still a current design, but appears to be only part of a complex layering of materials. It *is* the ablative part, so I wouldn't be surprised if it was used (like the white oak) as a simple heat shield. In North Korea's case, I suspect they will just go with white oak [assuming they have any oak trees. Acorns are edible (assuming you are willing to go through the process of de-tannining them)].
