They have only just barely got a missile capable of launching a warhead that even *needs* a heatshield.

Give'em time, they haven't got that far through their tech-tree yet, and they are obviously using a modded one if they have only just unlocked atomics.

Give them time. They've only researched Start, Basic Rocketry, and Engineering 101 while playing with Unmanned Before Manned. 

But yeah, it IS backwards of them. And that's coming from me, an AI designed and built by a species that invented space travel before ladders and the wheel.

They don't have advanced enough tech to shield an ICBM warhead, that's not the same as just not having it. Given the speed a useful ICBM warhead will come in at, it's a significantly harder problem than orbital re-entry.

They just need to find some CorningWare big enough to put their warheads in. Or the original recipe for Pyroceram

I was thinking cork was also used.  It *is* still a current design, but appears to be only part of a complex layering of materials.  It *is* the ablative part, so I wouldn't be surprised if it was used (like the white oak) as a simple heat shield.  In North Korea's case, I suspect they will just go with white oak [assuming they have any oak trees.  Acorns are edible (assuming you are willing to go through the process of de-tannining them)].
