So is a booster stage without fuel and landing legs. AFAIK farinigs' low density and large area makes them slow down faster so they don't get as hot as the first stage even though they have a similar velocity. You can try doing this in KSP. Take a light thing (like an empty fuel tank) and attach a lot of airbrakes to it and reenter. Then take the same tank but filled with fuel and without airbrakes. Drop them from the same height with the same speed. The empty tank with lower density should slow down faster and experience less heat.
