An cover would light, think an car hood.  it would also be easy to make so extending the fin pull it loose. One simple way is an flange on top its put inside, bottom uses pop nails, you might add an grove who absorb lots of downward push from drag, but not the outward you get from the fin extending. Finn extending breaks the pins and push the cover outward, it would rotate around the top flange until pulled backward enough.

No I do not know the drag, its very possible the fairing generate enough bow shadow you can ignore it,
