EDIT: petition signed. Y'all take time to sift through the mediocre posts to find the less than mediocre posts and don't really expect anything in return. May 17 should be a Moderator Appreciation Day.

Most forums have a couple extra sub forums that are invisible to regular members.  Only accounts with the correct permissions (ie moderators) can see them.    This is all customizable by the people who setup the forum.
