A lot of computers can run that. I personally have a crappy $200 HP Compaq Elite 8300 Ultra Slim Desktop. Although I am thinking about getting a new computer. But on fairly low settings I get around 25-30 FPS with about 200 parts or less. I run tons of mods and I think it works. But not perfectly.

I'll admit to having done 30 seconds per frame a few times. Wouldn't say I'd not settle for any less.

If you're trying to build something new and rather cheap without a dedicated GPU I would look for a build around a Ryzen 3 2200G or Pentium G5500. If you're looking for something used you could look for refurbished office machines with Core i3 or i5 from the 4th generation or higher. And of course 8GB of RAM.
