Rover isn't moving

This is very common.  Your control point is facing towards the ground, as indicated by the navball being entirely brown.

You can click on the probe core and switch its direction to "forward", however you're still going to have issues as it will still be upside down.

I'm assuming that's an engineer since you added the battery.  You could move the antenna to a different part of the rover, and then flip the probe core around.

Your problem now is probably the lack of signal.  If you look at the upper left just right of the MET, you see a small yellow icon.  This tells you that you have limited probe control.  You might be able to do basic things like open solar panels, but you don't be able to drive.  Since the Mun is tidally locked to Kerbin  (I'm assuming this is Mun and not Dres), you'll never get signal from the body rotating.  You'll need some kind of relay satellite in orbit to bounce a signal off of to get back to Kerbin.

And KSP wheels are odd and even though the models have circular wheels and the whole thing animates a revolution, only the very lowermost part actually can traverse terrain. Since your wheels are mounted at a 45 degree angle, you may actually be resting on pegs which only have the appearance of wheels. Try rotating those to full vertical.

Also I did manage to raise the wheels but it still does not move ( brakes are engage to stop it from moving down hill. Even when brakes disengaged rover does not move on control )

The wheels are fine now, but the rover has no signal so cannot be controlled. You’ll need a relay of some kind to bounce the signal back to Kerbin before you can drive it. Only a relay antenna can do this- an HG-5, RA-2, RA-15 or RA-100- so launch a probe with one (or more, in the case of HG-5s as they’re pretty puny) of those and put it in a high orbit of the Mun, preferably not equatorial to minimise the time that it’ll be blocked by the Mun.

You started with a combination of problems, some you have now fixed. Wheel physics means that anything greater than 45 degrees from the right way up and straight up and down won't work. You have fixed that now. Probe core was the wrong way. You have fixed that now. Based on your last pic you are down to the problem of no signal to control the probe. Assuming it hasn't drained your battery while you wait then you need to wait for a line of sight to a relay antenna or as suggested add a command seat so you can drive it yourself.
