Decaying orbit around Val when in low orbit

I don't know if this is unique to Val, but I am currently orbiting it and my orbit is decaying, as though there was atmospheric drag, even though there is not.  I am in a very low orbit, PE was 7000 and AP was 14000, but it has since gone lower.

Once I get above a certain altitude it stops.  Not completely sure what the cutoff is.

Seems to happen many places, Mün and Minmus at least.

Yes it does.

It seems to be when below 25km or so, which would be why it doesn't appear to occur on bodies with an atmosphere.

Indeed a known bug, when in low orbit, time warp to 2x speed to keep a stable orbit as workaround till fixed.

I've found it pretty much everywhere. Keeping Pe (and close approaches) above 35 km usually mitigates the issue for me.
