Search→member search→don't type anything, just make sure all user groups are marked, should be by default→hit search→sort the results by what you want

Edit: the list seems to be about 3k short of what the stats tab says on the bottom of the forum. But eh it's probably good enough ¯⁠\⁠_⁠(⁠ツ⁠)⁠_⁠/⁠¯

Also how do bob, bill, jeb and Val all have 69,000 each if they only have 1 post?

It might be counting spam accounts.

But seriously, those accounts were given high reps when they were created just as a bit of whimsy.
