Secret Code Game

It's simple: In your post, you crack the previous poster's code/cipher, than post your own encrypted message!

No unbreakable codes (i.e. Public/Private Key Encryption), and you must state whether your message is a code or a cipher. No inappropriate messages, inappropriate keys, or inappropriate encrypted messages.

The best I've got is IHACLEG, so... 

I have no idea what cipher you're using, so I don't know where to start!

Yeah, that's the problem with a game like this...there are very few Guidelines.

HILACGE? No?

Alright. The message is seven blocks, broken by spaces. That suggests that the blocks are letters.

Seven letters, then. No duplicates, and I'll assume that there's no garbage data.

Each letter is separated by a colon. The left is decimal, ranging from 1 to 4. The fractional part is always {1,2,5}. The right is integral, ranging from 1 to 12.

...I have no idea...

No. This suggests the blocks are chunks. Maybe letters, maybe syllables, maybe phrases.

E fzrc idjix zczlq. So idjix the j and second I are same letters. I used three different ciphers I counted off each value and that was how I got it.     Simple cipher, I just used three of them.

I tried, but all I got was a longitude + latitude number, which put me in a place that looked like the Cosmodrome
