Judging by Fracture's position, the reason you can't get an encounter is likely because by the time you get there, Fracture will have already moved too far along its orbit. It might take several trips around for the encounter to finally show up.

Use this mod, it allows you to plan transfer windows and its alot better than the stock one

Version 1.4.2 is released!

VISUAL PATCH PART 2

As the update name promises, the celestial bodies in Precursors now look better than ever!

  • Replaced CTTP terrain textures with high quality stock textures on all bodies
  • Removed CTTP from the download (and license credits)
  • Fixed the impossible contract issue by removing the underground lunar oceans
  • Changed Echo's ocean color to a darker blue
  • Terrain color adjustments on most bodies
  • Fixed broken splash screens
  • Minor Scatterer adjustments
  • Minor config adjustments

NOTE: Unfortunately, I was unable to fix the "small moon orbital instability" issue. Whenever you leave the SOI of a small moon, you must time warp a significant distance away or your ship will experience phantom acceleration and orbital instabilities. I checked other planet packs such as OPM, and they have the same issue too. As far as I know, there is no feasible workaround. At least it isn't a game-breaking problem!

In-game, I didn't see any blue lakes on Maar. But, as seen before, my game play and other peoples' game play do not always match up.

If you can confirm that the color is no longer blue for you, I will update the changelog.

For now, they'll stay blue. I have another visual patch planned; I'll try to resolve the issue once and for all.

Windows is very likely not the issue, unless you happen to be using a version that isn't supported by KSP anymore.

Your graphics card could be the issue, but that isn't my area of expertise.

i have the latest windows so i suppose its NIVIDA's fault

Well, do you have hyperedit? i found out it broke my planet order in this planet pack ( other planet packs too, perhaps it is the one whos causing small moon instability)

also since computers dont make a diffrence i just kinda think its something with graphics card

I use nvidia, too.  In my experience, when the same version of a mod works differently for different people, it's usually a matter of what else is installed, and usually not the hardware.

i gotta compare mine list vs yours to see what could cause the maar bug

Usually around 10, off an SSD (but probably not a super great one).

I would start here for sure. The scatterer folder is created by scatterer at startup for caching stuff I beleive.
