This can result in potentially adding more objectives to the contract, adding more stringent requirements, and potentially changing the funding based on amendments put forward and voted on by the committee.

After all that, then they let you take the contract you wanted.

Plan 9 from Cyberspace: The public becomes fed up that it can't be "like the movies". The mod uninstalls itself if you find the movie studios (Kerbal Konstructs is a dependancy) and vaporize them with a sufficiently cool weapons system (rods from the gods or better).
