Is it still possible to launch from other launch facilities (desert airfield, Woomerang) in 1.11? If so, how can I?

Hi! I was just wondering if I could launch from other launch sites in 1.11 and if I can, how can I? (I play stock, no DLC if that is helpful in any way)

I don't know about 1.11, but there is an option in the Settings that allows the use of multiple launch sites.

Go to the settings of your current game save . Click on the difficulty settings button.  In the Basic tab there is an option selection  to "Allow other launch sites"

@MacerSpaceflight you need the Making History DLC in order to have the other launch sites...

As @JadeOfMaar said above, you need the Making History DLC to have the other launch sites.

To launch from the other stock launch sites you need Making History DLC and to enable extra launch sites in the difficulty settings. For rockets, you get KSC Launchpad, Dessert Launchpad and Woomerang Launchpad, for planes you get KSC Runway, Dessert Runway and the Island Airfield.

If you have Kerbal Konstructs and other mods which use it to add new launch sites (such as KSC Extended or Kerbinside), this is handled separately from MH and should be enabled just with the difficulty setting; however you need to find them in flight and then unlock the launch sites from the tracking station- or change the KK difficulty setting to find and unlock them all for free

Specifically how to do it though (assuming you have the DLC and checkbox enabled) is to hover your mouse over the tiny sliver just below the "launch" button in the VAB or SPH. It will drop down with the options.
