Yes, they are probably a bit confused. Don't think engine replacements on rockets at launchpad are even in the book. 

On planes I think engine replacement are pretty standard as in they are close to units you replace if something who is not easy to fix.

They could maybe do a low-throttle static fire, but that might result in RUD or the vehicle tipping over.
