tater
All US launches were done by the government for the first few decades, so the facilities and range control were the USAF. Once commercial launch was allowed, the existing facilities (and range control via USAF) were it for launch facilities.

This now its not an new idea but this raises the entry port up. probably make it easier to get into the arms. It require an higher mounting of the suit port unless you sit down before docking. Very nice for say an small pressurized rover. Another benefit is that the life support pack is on the hatch making it easy to swap out. If your friend outside gets injured (and you're the only two) -- how are you getting back into the craft? ... actually - now that I think about it; unless automated or remoted for a single person to be able to get in/out without assistance it's a bad design... and someone will engineer a solution.
