Not sure about "should" but Oranges + PhotonCorp is a common combo. Personally, since I don't do historical shuttle stuff, I use Oranges + srb's from ACK since I have ACK anyway. Make sure you've got the latest versions of both SOCK and RMM (Rocket Motor Menagerie), it looks like the RS-25 bundled with ACK is probably overscaled.
