I know the square root of squat about history, but my best guess (from google-ing around) is a Russian helmet from the cold war era or thereabouts, the Russian double headed eagle is occasionally drawn like that, the Russian flag is there, but most importantly, it's shaped like a Russian helmet variant from that era.

Now for the next post to completely prove the fact that I know nothing about history. :D

I've found three or four exact matches on the Russian internet bazaars and I agree with your ID. In fact, Yandex image search was able to identify it from OP's photos.

The insignia of the Army as a Major Service of the Armed forces of Yugoslavia consist of twoheaded white eagle; golden beaks, tongues, legs and claws; two crossed golden swords; wreath of oak leaves in golden colour; the flag of the Federal Republic of Yugoslavia and the flags of Republic of Serbia and Republic of Montenegro. The professional personnel of the Army wear these insignia on the caps and berets.
