Well fuji did exist on paper so we can be flexible with the design, russia is very close to japan so I imagine in the course of development to save money japan just imports the stage from russia which russia would then happily sell to fund their own program. muahahaha... No. They don't all the time, but they sure do look pretty. It looks nice when the inside edge/lip of the window is lit, and it'll look really cool against the back face of the orbital module that the module will inevitably be docked to if it has just enough range to cast some nice glow onto it.
