All the tourists in one contract should have the same destinations.

While I agree with you in general, it's fun sometimes to try to build a ship that does exactly what they want. Get one guy orbital, drop him back, take the rest to Mun, but only land one of them, then get them all back.

But the contracts that do this should be rarer and should more explicitly state what they want in the subject line.

Just transfer passengers in the Mun airport awaiting for transit flight from Minmus.

Sleeping on three chairs, leaving pools of water in the restroom, hanging around like restless spirits.

1. Deliver pax' baggage.
2. Find and get the lost baggage.
3. Now deliver the baggage to the proper destination point.

I actually like this.  It is like the tourists are booking holiday packages and your goal is to manage your resources (ships and launches) to satisfy your customers and complete the contract. Usually there are multiple tourist contracts with overlapping goals, so I would just take on several at once.

It is kind of like an airline: Kerbals A B C and D have all booked tickets. A flies from Boston to Chicago and then onto Seattle. B flies from Boston to Chicago and then onto Los Angeles. C is already in Chicago and needs to go to LA. D is flying to Seattle from Orlando and goes via Chicago.  You put A and B on the same flight to Chicago, you put A and D on the same flight to Seattle etc. You do not get out a new plane for every passenger.
