The small and medium landing gear can steer; I don't think the large and extra large can, but they are powered. When I used them on my Eagle lander, which wasn't that heavy all things considered, they worked great on the Mun, but lousy on Kerbin's heavier gravity, and the tires blew out a lot. This being the case, I assume they'll work fine on Bop, Pol and Vall, but Laythe and especially Tylo might be problematic. A little off-topic, but it only happened that one time, and I haven't been able to reproduce it so I could file a bug report.
