If they can reliably reuse them, then they shouldn't build too many. They want to be transitioning to Starship, right? And they don't want to end up with a fleet of extra Falcon 9s just sitting around. But they have launch commitments, and if they lose too many then they won't have the boosters they need to do those launches. So what's the right number of Falcons to build? They have special fences the alligators can't climb to keep them out from the pads and other areas with people. It's tricky as they need to keep the rocket factory going as well. They certainly need as many Stage 2 sections as launches, so that keeps the line going on those.
