I'm still trying to get BDB ready for a release before Christmas, right now I think it'll pretty much be whatever is on the GitHub already. In that sense it's all working as intended; if you want to have scaleable command pods you'd have to write your own config for them. However, my guess would be you're using the wrong version of BDB for your game version. The most recent release only works in KSP 1.3.1, for example. I had the same problem when I copied over the top of BDB 2 releases ago. I downloaded and installed the most recent version from the GitHub page into a fresh install of KSP 1.3.1.
