He means that if the KSP-2 Early Access (a privileged user initiative, "Fly like an earl!") isn't available on Linux, he will neither open windows on the Proton rocket nor use Windows on its computer.

No, Proton is a tool that runs on Linux and that allows running Windows .exe files within Linux.
I don't use Windows.

After the recent furor over the hardware... The team recognized there is no way to please everyone... So they’ve all gone to Tahiti to refresh.
